Flash BIOS chips were introduced in motherboards since 1995/1996. At present all motheboards which are sold have their BIOS/UEFI firmware placed on flashable chip; which means it can be upgraded via software flashers.
If you have an old motherboard and are not sure whether the BIOS chip is flashable, take a look at the motherboard, peel the sticker of the BIOS chip and look for the markings below:
